Okla. GOP leaders blast decision on health care

OKLAHOMA CITY (AP) ? Republican leaders in Oklahoma were quick to criticize the U.S. Supreme Court?s decision Thursday to uphold the federal health care law but offered no specifics on how they intend to proceed with implementing its provisions.

Gov. Mary Fallin said she was working with her legal team and state agencies to determine what the implications are for Oklahoma, but that she has no plans to call a special session to address some of the law?s requirements that lawmakers decided not to enact.

After the nation?s highest court upheld most of President Barack Obama?s historic health care overhaul in a 5-4 decision, Fallin told reporters she was still trying to digest the ruling.

?We want to make sure we get it right ? and take the appropriate amount of time to do our legal research, certainly listen to the experts in the industry to help us be able to determine what are the options to the state of Oklahoma,? Fallin said.

Like many other GOP-controlled legislatures, Oklahoma resisted setting up new online insurance marketplaces ? or exchanges ? where people can shop for and buy health insurance, a linchpin of the federal legislation. Instead, those states have opted to gamble that the law would be struck down.

Opposition to the health care law was so fierce in Oklahoma that the Legislature rejected $54 million in federal money to help set up the exchange, mostly because of resistance from tea party activists and other conservatives who maintained the plan would inextricably link the state to new federal requirements.

Because Oklahoma, like many other states, took no action to create an exchange, experts say it?s unlikely the state has time to develop one that would meet federal deadlines.

?One of the things (Thursday?s ruling) means is that the health insurance or health benefit exchange, we will probably have the federal model forced on us, because the Legislature is out of session and can?t implement the Oklahoma version of the exchange,? said Kevin Gordon, president of Crowe & Dunlevy and the head of the Oklahoma City law firm?s health care litigation practice group.

Gordon called it unlikely that Oklahoma could establish an exchange by January.

Fallin defended the state?s decision not to implement some of the federal law?s requirements, saying Oklahoma voters sent a clear message to state leaders in November 2010 when they voted by a nearly 65 percent margin for a constitutional amendment prohibiting the forced participation in a health care system.

?I think the people of Oklahoma spoke very clearly in November when they said they didn?t believe the federal health care bill was the right solution for the state of Oklahoma, so we listened to the people,? Fallin said.

Gordon said Thursday?s ruling essentially makes that constitutional change null and void because of the supremacy clause in the U.S. Constitution that says federal law supersedes state law.

About 17 percent of Oklahomans, or nearly 625,000 people, are currently uninsured, according to the latest figures from the Oklahoma Health Care Authority. About 81 percent of those are adults over the age of 18.

The expansion of Medicaid eligibility to up to 133 percent of the federal poverty level that was included in the federal law was estimated to cut that number of uninsured nearly in half, by about 250,000, according to OHCA estimates. But the court in its ruling determined that Congress? ability to punish states that don?t comply with the Medicaid expansion was limited.

?The way we?ve read it, it looks like the court is giving states the choice,? said Jo Kilgore, a spokeswoman for the Health Care Authority.

Oklahoma currently provides Medicaid coverage for children, pregnant women and women with breast and cervical cancer with a household income of up to 185 percent of the poverty level. But for adults, the current eligibility is 37 percent of the federal poverty level.

Fallin spokesman Alex Weintz said the governor was not prepared to discuss her position on the expansion of Medicaid eligibility.

Have you ever had ants ruin your picnic? Commercial ant repellents can keep them away, but who wants to spray poison near their food? In this activity, you can investigate the effectiveness of some less toxic solutions that you may have around your home. Armed with your discoveries, you may be able to keep your next picnic from turning into an ant buffet!

All animals sense chemical signals in their environments. Some animals use these signals to communicate. One animal famous for chemical communication is the ant. When you see a line of ants, it is because they are following an invisible chemical trail. This type of chemical signal is positive?it is called an attractant because it is meant to attract others. But signals can also be negative, warning other ants to stay away. This type of signal is called a repellent.

Sometimes repellents can come in handy. We don't like ants to get into our homes, so if we apply a negative chemical signal around their foundations, the signal will tell the ants to keep out. Chemical companies will sometimes try to copy a negative signal to sell as an insect repellent. But sometimes these chemicals can have side effects or be poisonous to pets or small children. Luckily, there may be less toxic remedies around your home.

Materials
???? Q-tips
???? Small cups or bottle caps
???? Large, vinyl tablecloth
???? A location outside where there are plenty of ants crawling around
???? Water
???? Sugar
???? Baking soda
???? Vinegar
???? Detergent (dish soap, laundry detergent, hand soap, etcetera)
???? Tabasco sauce
???? Lemon juice (or other citrus juice)
???? Commercial ant repellent, if you want to compare its effectiveness
???? Any other solution you would like to test!
???? Watch or stopwatch (optional)

Preparation
???? In a small cup or bottle cap, make a saturated solution by dissolving some baking soda into water. Keep adding and mixing baking soda until no more will dissolve.
???? In a small cup or bottle cap, make sugar water by dissolving sugar in water until no more sugar will dissolve.
???? If you use a commercial ant repellent, you should have adult permission and supervision.
???? Separately make up additional small cups or bottle caps of the solutions you will be testing: Water, vinegar, detergent, Tabasco sauce, lemon juice and, if you choose to test it, commercial ant repellent.

Procedure
???? Lay out your vinyl tablecloth on the ground in an area of heavy ant activity. Wait awhile for the ants to walk on the tablecloth. (Be careful when working with ants?some can sting and bite!)
???? Tip: If not many ants are walking on the tablecloth, you could try putting a small piece of fruit near them, such as an apple slice, wait until the ants cover it, and then carefully shake them off onto the tablecloth. If it is very hot outside, you may need to wait until later in the day when it cools down for ants to come out of their holes.
???? Next to the tablecloth have ready the solutions you will test: saturated baking soda solution, sugar water, water, vinegar, detergent, Tabasco sauce, lemon juice and, if you want, chemical ant repellent.
???? Test a solution on an ant by dipping a Q-tip into the solution and drawing a circle around the insect, about 2.5 centimeters in diameter. Did the ant stay inside the circle or leave it? Was there anything else you observed about the ant's behavior?
???? In this way, test solutions on the ants until you have tested at least five ants with each substance.
???? Which solutions usually kept ants inside the circle? From which did the ants readily walk out? Potential repellents will be solutions that clearly trap the ants inside a circle.
???? Were there circles in which the ants spent time standing, neither quickly leaving nor appearing trapped?
???? Extra: Once you find some potential repellents, you can figure out which ones work best. Try this activity again, but now time how long the ant remains trapped in the circle. Which repellents repel the ants for the longest amount of time?
???? Extra: You can also time how long the ant stays trapped in the circle to experiment with different concentrations of repellents. How diluted can your solutions be and still act as effective ant repellents?
???? Extra: Try a similar activity to this one but only test dry or powdered substances. You won't need a tablecloth for this; rather for a hard, dry substance like chalk you can draw the circle on a sidewalk. For a powder, like baking soda, sugar or salt, just sprinkle it in a circle around the ant. Can you find some powdered or solid substances that work as ant repellents?

(AP) ? Returning to the court where she won her first Grand Slam championship a year ago, Petra Kvitova overcame a shaky start and a late rain delay Tuesday to open her Wimbledon title defense with a 6-4, 6-4 victory over Akgul Amanmuradova.

The fourth-seeded Czech fell behind 3-0 and 4-1 in the first set on Centre Court before running off seven straight games to take command against the 96th-ranked player from Uzbekistan.

After Kvitova squandered a match point at 5-3 in the second set, play was suspended and the covers rolled onto the court ? the first rain break of the tournament.

When play resumed half an hour later, it took just three minutes to wrap up the match. After Amanmuradova won the first two points to hold for 5-4, Kvitova closed out the match at love, hitting a service winner and two aces and forcing a backhand error.

"It was unbelievable to come back here as the defending champion," said Kvitova, who beat Maria Sharapova in last year's final. "In the beginning I think I was nervous ? first match on the grass it's always difficult to know what you can expect. I had a lot of mistakes and then I tried to play my game and go forward."

The 6-foot-3 Amanmuradova pushed Kvitova with her big serve, but lacked the consistency on her ground strokes and has now lost in the first round of all five Wimbledon appearances.

Following Kvivota on Centre Court was second-seeded and two-time men's champion Rafael Nadal, who faced Thomaz Bellucci of Brazil. They were to be followed by No. 4 Andy Murray against former top-10 player Nikolay Davydenko.

On Court 1, fifth-seeded Jo-Wilfried Tsonga was paired against 2002 champion Lleyton Hewitt, who has slipped to 202nd in the rankings and needed a wild card to enter Wimbledon this year.

A day after her sister was eliminated on Court 2, four-time champion and sixth-seeded Serena Williams was playing on the same court against Barbora Zahlavova Strycova.

Playing his first match since having a medical procedure on his heart, 10th-seeded Mardy Fish of the United States served 24 aces and beat Ruben Ramirez-Hidalgo of Spain 7-6 (3), 7-5, 7-6 (1) to reach the second round.

The 30-year-old Fish, who reached the quarterfinals last year, hadn't played a competitive match in 2? months after having an accelerated heartbeat. He played attacking, serve-and-volley tennis and piled up 63 winners against Ramirez-Hidalgo ? at 34, the oldest man in the field.

In early women's play, No. 12 Vera Zvonareva completed a 2-6, 7-6 (3), 6-4 win over Germany's Mona Barthel in a match that had been suspended by darkness at one set apiece on Monday.

Francesca Schiavone, the 24th-seeded Italian, came from behind to overcome 18-year-old British wild card Laura Robson 2-6, 6-4, 6-4. Schiavone, the 2010 French Open champion, received medical treatment after the first set for an apparent muscle problem. She was down 2-3 and 0-40 in the second set but saved the three break points and turned the match around against the 2008 Wimbledon junior champion.

In a men's match between two rising stars of the game, 21-year-old Belgian wild card David Goffin ? who reached the fourth round of the French Open and took a set off Roger Federer ? rallied from a set down against 19-year-old Bernard Tomic to beat the 20th-seeded Australian, 3-6, 6-3, 6-4, 6-4.

As a traveller destination, Ireland is all the rage because of its gripping natural beauty and its people?s liveliness and usually friendly, friendly and happy perspectives. RIP, Lonesome George, the Last-of-His-Kind Galap gos Tortoise

lonesome georgeHe was the last of his kind and now he is gone. Lonesome George, the world-famous Pinta Island tortoise (Chelonoidis nigra abingdoni) has died in the Gal?pagos Islands off the coast of Ecuador. George, estimated to be at least 100 years old, was the last known member of his subspecies, and his solitary existence for the past 40 years has made him a poster boy for conservation and endangered species.

Gal?pagos giant tortoises like Lonesome George played an important role in the development of Charles Darwin?s theory of evolution. Darwin famously observed the differences between tortoise subspecies when he visited the Gal?pagos in 1835 and later wrote about them in On the Origin of Species.

George (or Jorge as he was known in Spanish) was found dead on Sunday, June 24 in his corral on Santa Cruz Island by his keeper, Fausto Llerena, who had looked after the tortoise for the past 40 years. A necropsy performed on Monday indicated he may have died of a heart attack. Officials from the Gal?pagos National Park Service (GNPS) said his body will be preserved for future study.

Pinta Island tortoises were overhunted in the 19th century by protein-hungry fishermen and sailors, and they suffered further during that century as the island was overrun by invasive feral goats, which destroyed the tortoises? habitat. Before George the subspecies was last seen in 1906, when three males were collected from the island by the California Academy of Sciences. But in December 1971 biologist Joseph Vagvolgyi photographed a tortoise that by all accounts should not have existed. Found again and captured in 1972, Jorge soon became a media celebrity and a symbol for hope that others of his kind might still be out there. That hope never panned out, despite a $10,000 reward and years of searching the island.

No one ever knew George?s exact age. He was probably full-grown in 1972, a stage other giant tortoise species reach after about 20 to 30 years. He was also in good health, so he was probably not much older than 50 or 60 at the time. Giant tortoises can live upward of 200 years, so by all guesses he hadn?t quite reached middle age at the time of his death. He suffered a few health hiccups through the years, including a near-fatal fall in 1980 and periods of constipation and obesity. Strict diets and veterinary care had otherwise kept him in good shape.

In hopes of preserving at least some of his genetic material, George was paired with several females of related subspecies over the years. For most of that time though, he showed no interest in breeding. Even attempts to extract his sperm came to naught. George did finally mate a couple of times but the resulting eggs?laid in 2008 and 2009?were infertile and did not hatch.

George may have been dubbed Lonesome, but actually he was never alone. Millions of visitors have come to the Darwin research station over the years to get a glimpse of the world?s most famous living reptile, not to mention its most famous endangered creature. In his 2006 book, Lonesome George: The Life and Loves of a Conservation Icon (Palgrave Macmillan), journalist Henry Nicholls wrote that Jorge was ?a symbol of the devastation man has wrought to the natural world in the Gal?pagos and beyond.?

Approximately 20,000 Gal?pagos giant tortoises remain on the islands that Darwin made famous, representing nine to 15 subspecies (the exact number is still being determined). At least one other subspecies, the Duncan Island tortoise (C. n. duncanensis), is classified on the IUCN Red List of Threatened Species as ?Extinct in the Wild? and only exists in captivity. Another, the Hood Island tortoise (C. n. hoodensis), is ?Critically Endangered.?

The GNPS will hold a workshop on conserving the remaining Gal?pagos tortoise subspecies in July. The event will be dedicated to the memory of Lonesome George.

Here I sit, broken hearted. My facial features illuminated by Candlelight. The room is dark, with one slowly burning candle for some source of light. My breath was visible and pure white, the windows are broken, along with the door. They are all wide open. It must have been early morning, atleast Four. There is no sunlight here in Estonia during winter. The torn and tattered couch I sit on is coated with snow, forcing an icy chill through it. The dilapidated building I'm in is in dire need of repair, but it will never come.

My tears are like little crystals of ice, spilling from my eyes, and trickling down my cheeks before freezing. The moment he said those words, I was as good as dead. I would have preferred it - As it would have been less painful. It was a few words, no more. But their meaning was clear.

"Skye, tell me one thing." He said, and I looked at him happily. "Anything." I grinned.

"Why do I love you?" He asked, and my face dropped. "I hate everything about you - But I just can't separate us."

His words were like the ice that surrounds me. But only when I stop to think about him, the hatred bubbles inside of me.

He stood up, and walked over to the door. "At last, I can leave. Goodbye, Skye. I hate you." He hissed, opening the door and walking through it. He slammed it, and it fell off the hinges.

Two years have passed since he said that. Those cold, painful words still echo inside of my head. I don't miss him.

Minn. mosquitoes draw California researchers

WATERTOWN, Minn. - For many years companies have been testing their products during the coldest climates of a Minnesota winter.?

This summer, some researchers are using the state as a laboratory for a much different experiment.

They were monitoring mosquito bites.

Brave research volunteers were covered head to toe Saturday because lurking in the woods behind Watertown High School is a relentless army of mosquitoes.

Tom Perry of Little Canada said, "They're coming after me.? They're coming after me a lot."

He and Mackayne Tulgren of Forest Lake were in the woods waiting for mosquitoes to land.? She said, "We are awaiting a mosquito because we are the control so we do not have repellant on us."

Armed with bug vacuums, they didn't wait for the mosquitoes to bite.? They just sucked them into the vacuum.? The rest of the volunteers also had an arm exposed but coated with a bug repellent containing picaridin.

Trevor Fowles, a California researcher, said, "We're seeing how many hours it takes until their repellant wears off."

Picaridin is already an active ingredient in some repellents sold in stores.? Studies have shown it to be safe.

Scott Carroll of Carroll-Loye Biological Research in California said, "The objective of the test is to enhance the data set the amount of info we have about the performance of picaridin based repellants."

There is data from the West Coast but Carroll said regulatory officials in Canada and the U.S. also want it from the north.? Carroll said, "It's a whole different set of mosquitoes."

There are mosquitoes across the United States and Carroll said it's impossible to tell which state has the most.? The reason he chose Minnesota is because, "Minnesota is the Land of Lakes, and like other Minnesotans, mosquitoes love lakes."

The?volunteers, who were paid to offer their arms to mosquitoes,?were taken out into the woods every 15 minutes where their arms were then monitored for a minute.

After about five hours, Chelsea Tulgren of Forest Lake said,?"So far it's extremely effective."

When volunteers were not risking a bug bite, they were in a tent playing Risk.

Carroll said, "So it's kind of like an unusual kind of picnic."

But the party had to end sometime when the mosquitoes moved in.

Carroll said, "At some point so many molecules will have evaporated that the attraction will overcome the repulsion and they'll start to land."

And the fun is gone when the repellant wears off.

Mosquitoes in the bug vacuums will be sent to California to be tested for diseases but the participants tried to capture all mosquitoes that landed before they actually drew blood.

As of mid-afternoon Saturday the repellant had worked for 8 hours but final results were not available.

In exchange, the groups will share $25 million in replacement government funding taken from new Alcopops tax revenues.

But the nation's biggest sports organisations - AFL, NRL and Cricket Australia - have not yet signed up to the new program, prompting alcohol abuse experts to push for a similar approach.

"We urge the remaining sports such as AFL, NRL and cricket to start discussions with the government as to how they too can move away from their present role in exposing children to alcohol promotion," said Professor Mike Daube, co-chair of the National Alliance for Action on Alcohol.

Sports Minister Kate Lundy, who announced the "Be The Influence" strategy on Saturday, said more sporting groups were not part of the initiative partly due to funding issues.

"With $25 million available, this is the best we can do," she told reporters in Melbourne.

She did, however, praise the three big leagues for their own efforts in trying to reduce binge drinking.

"The issue here is that they are all carrying a responsible drinking message," she said.

Last week, the AFL announced a 10-year extension to a major sponsorship deal with Carlton United Brewers.

Cricket Australia has been sponsored by VB for years while the NRL has commercial partnerships with Fosters and Diageo, which makes Bundaberg Rum.

These kinds of funding arrangements, however, are now being questioned by some athletes.

"It would be an easy option to turn to the alcohol companies," said Olympic swimming champion Geoff Huegill, who supports Swimming Australia's decision to join the government initiative.

"Back in the 80s you had the tobacco companies that were doing the same things as well. From stamping that out, we've had massive change."

Football Federation of Australia CEO Ben Buckley says his organisation is proud to take a leadership role in reducing alcohol abuse.

"We have an absolute responsibility to make our community clubs and our professional clubs role models in society," he said.

But NRL spokesman John Brady said he hoped the government would invest more funding in harm prevention groups rather than target sports sponsorship programs.

"Trying to ban alcohol sponsorship isn't going to achieve anything," he said.

Australian Medical Association president Dr Steve Hambleton urged big sporting codes to realise the days of accepting cash from alcohol companies were quickly coming to an end.

U.S. seizes Tyrannosaurus bones on suspicion of smuggling

NEW YORK (Reuters) - U.S. officials on Friday seized the skeleton of a Tyrannosaurus dinosaur that Mongolia wants returned on suspicion that it was smuggled to the United States from the Gobi desert.

The bones of the tyrannosaurus bataar, an eight-foot-tall, 24-foot-long cousin of the Tyrannosaurus rex, were taken in a moving van from the Cadogan Tate Fine Art storage company in Queens, where they had been stored in four large wooden crates.

The President of Mongolia, Elbegdorj Tsakhia, demanded that the skeleton be returned to his country after it was auctioned on May 20 for $1.05 million by Dallas-based Heritage Auctions.

The buyer of the skeleton was never disclosed. But the man who acquired the skeleton and offered it to Heritage for auction, said he has been unfairly labeled as a smuggler.

"I'm just a guy in Gainesville, Florida trying to support my family, not some international bone smuggler," commercial paleontologist Eric Prokopi said in a statement.

"It's been claimed that I misrepresented what was being imported and did not properly declare its value. I can wholeheartedly say the import documents are not fraudulent," Prokopi said in the statement issued through Heritage.

A U.S. government lawsuit filed on Tuesday on behalf of Mongolia said the customs forms filed when the skeleton was imported incorrectly stated the country of origin was Great Britain, its value was $15,000 instead of $1 million it sold for, and mentioned only reptiles not dinosaurs.

Prokopi did not say in his statement where or from whom he acquired the skeleton. He said that when he received the tyrannosaurus bataar, it was a collection of loose, mostly broken bones and rocks with embedded bones. Prokopi said he and his wife spent thousands of hours preparing and mounting the skeleton, which increased its value, before it was auctioned.

On Monday, U.S. Attorney Preet Bharara filed a lawsuit seeking the forfeiture of the skeleton to the Mongolian government. An order to seize the fossil was issued on Tuesday.

Robert Painter, the lawyer representing Mongolia, said that the dinosaur will be held by the U.S. government while legal proceedings on its future continue.

Anyone who comes forward to claim ownership of the skeleton will have to prove they are the rightful owner or the U.S. will repatriate the skeleton to Mongolia.

"Today we send a message to looters all over the world: We will not turn a blind eye to the marketplace of looted fossils," Mongolian President Tsakhia said in a statement.

The skeleton was discovered in 1946 during a joint Soviet-Mongolian expedition to the Gobi Desert, Bharara said.

Heritage Auctions and the Mongolian government agreed in May to jointly investigate the ownership of the skeleton. Several paleontologists examined the bones and determined they were removed from the western Gobi Desert between 1995 and 2005.
