Air strike kills 35 in southeast Turkey: officials (Reuters)

DIYARBAKIR, Turkey (Reuters) ? Turkish warplanes killed at least 35 people in an air strike in southeastern Turkey near the Iraqi border overnight, apparently mistaking smugglers for Kurdish militants, a pro-Kurdish party and local officials said on Thursday.

Turkish warplanes strike militant targets regularly in the region in their battle against Kurdistan Workers Party (PKK) guerrillas, and have stepped up raids after a PKK attack in August.

"We have 30 corpses, all of them are burned. The state knew that these people were smuggling in the region. This kind of incident is unacceptable. They were hit from the air," said Fehmi Yaman, mayor of Uludere in Sirnak province.

The pro-Kurdish Peace and Democracy Party (BDP) said in a statement 35 people had been killed, adding that party leaders were heading for the area.

The Turkish government was not immediately available for comment.

Smuggling is an important source of income for locals in provinces along the Iraqi border, with many villagers involved in bringing fuel, cigarettes and other goods from Iraqi villages on the other side of the border.

PKK militants also cross the border in these areas.

"There were rum ours that the PKK would cross through this region. Images were recorded of a crowd crossing last night, hence an operation was carried out," a Turkish security official said.

"We could not have known whether these people were (PKK) group members or smugglers," he said.

Television images showed a line of corpses covered by blankets on a barren hillside, with a crowd of people gathered around, some with their head in their hands and crying.

People loaded the corpses onto donkeys which were led down the hillside to be loaded into vehicles to be taken to hospital in the mainly Kurdish southeast of the country.

Security sources said those killed were carrying canisters of diesel on mules and their bodies were found on the Iraqi side of the border.

They said those killed were from Uludere on the Turkish side of the border on what was a regular smuggling route.

The Firat news agency, which has close ties to the PKK, said that 17 people were still believed to be missing. It said those killed were aged around 17-20.

The PKK, regarded as a terrorist organization by Turkey, the European Union and the United States, launches attacks on Turkish forces in southeastern Turkey from hideouts inside the remote Iraqi mountains.

Turkey and Iran have often skirmished with rebels in the region and Turkish leaders vowed revenge in October with air and ground strikes after the PKK killed 24 Turkish soldiers in raids on military outposts in southeastern Turkey.

It was one of the deadliest attacks since the PKK took up arms in 1984 in a conflict in which more than 40,000 people have been killed.

Tracy Baim: Cardinal George and the KKK: Religious Extremists Live in the Midwest, Too

Cardinal Francis George, Archbishop of Chicago, is not the only person hiding prejudice in the heavy robes of religion, but he is a powerful leader in the Catholic Church, and therefore his words have more meaning and power than your average street preacher or member of the church choir.

In comparing the LGBT community to the Ku Klux Klan -- in his remarks about the potential disruption and inconvenience of the new Pride Parade route and start time -- Cardinal George has gone too far, and he should graciously apologize and step down from his post.

Dozens of local and national leaders and groups have spoken out against George, and some, too, are calling for him to step down. At the very least, they are asking for an apology.

Other religious facilities have long endured the Pride Parade passing their doors on Pride Sunday, with no "anti-religious" problems reported in four decades. In fact, religious groups, including gay Catholics, have been a part of Pride almost since it began. Ironically, the KKK did march against the Pride Parade in its early years, and many spiritual people helped counter their presence.

But Cardinal George could not let the parade pass by his Our Lady of Mount Carmel Church on Belmont Avenue. He fought back, and did so using a vile comparison to the KKK. The Parade will still pass by the church, just at a later time. The change in time really is not what upset most LGBT people; rather, it was what George said about the KKK. He told FOX News Chicago: "You don't want the gay liberation movement to morph into something like the Ku Klux Klan, demonstrating in the streets against Catholicism."

At this point, an apology is not enough. George has proven that he is out of touch with the progress of the LGBT movement in this city and country, and he should pass the torch to a new generation of Catholic leadership. Like Joseph Cardinal Bernardin before him, George has tried to use the church's power to keep back civil rights; Bernardin lobbied against Chicago's gay-rights bill in the 1980s, and George has spoken out against gay civil unions and women's rights.

The fact is that while many people seek out religion as a safe haven, where they can do good work to help their neighbors, often church leadership seeks to divide rather than bring people together. Given that this was Christmas season, George's remarks stung particularly hard. Enough is enough, and George should not be allowed to take this hateful approach and still be a leader in his church.

What is most upsetting when religious leaders speak out, and even lobby, against laws that protect LGBT people is that they do so on an uneven playing field. Most are wealthy beyond our imagination, own properties on valuable land, and yet they pay few, if any, taxes. This not only makes it more difficult to fund our schools, police and fire departments, and other public services, but it also places a heavier burden on every other citizen, religious or not. They get to have their free speech cake and not pay taxes, too.

Personally, I feel that if all religious groups paid their fair share of property, income, and other taxes, I wouldn't be as angry when they spoke out against my right to equality. We would be equals stating our own opinions. But when a religious leader like Cardinal George gets to have a large forum to amplify his prejudice, and he does so off all our taxpayer backs, it is an unfair system.

The initial separation of church and state in this country was based on a strong need to eliminate potential harassment and undue influence over religion. But the opposite has happened. Religious groups influence our politics, and they do so with impunity from the law, and from the tax system.

Jewish zealots strike fear in flashpoint Israel town

BEIT SHEMESH, Israel ? American immigrant Ayelet Wortman was walking with a male friend on a weekend afternoon when a black-cloaked ultra-Orthodox Jew grabbed him from behind, ripped his shirt, and called her a "whore".

"We literally ran all the way back home," some blocks away, Wortman, 18, said in an interview in Beit Shemesh, a flashpoint Israeli city near Jerusalem where tensions have flared over an increasingly assertive and aggressive sect of religious zealots.

That incident happened a couple of years ago, but the story of an eight-year-old girl being spat upon on her way to school has riveted national attention and drawn pledges by Prime Minister Benjamin Netanyahu to crack down on the harassment.

Several thousand women's right activists, liberals and religious pluralists rallied in Beit Shemesh on Tuesday against what they described as the coercive encroachment of patriarchal ultra-Orthodox values in the mostly secular Jewish state.

Women have complained of being forced to sit in the back of buses in many cities where the ultra-Orthodox live. Two women were barred from going to the podium to accept prizes at a recent ceremony sponsored by a religious cabinet minister.

"We are fighting for the soul of the nation," President Shimon Peres said earlier of the reasons to protest.

Many ultra-Orthodox eschew any form of public contact or interaction between the sexes, and follow a strict dress code of showing as little skin as possible, though some religious leaders charge a fringe minority has taken these customs to an extreme and condemn any violence toward women.

But many Israelis still fear a religiously fervent minority in their midst is using its disproportionate political clout to try and achieve a goal of turning Israel into a clerical state.

The ultra-Orthodox make up only about 10 per cent of Israel's population of 7.7 million. But their high birthrates and bloc voting patterns have helped them secure welfare benefits and wider influence. One of Netanyahu's biggest partners in the coalition government, Shas, is a party run by rabbis.

For many living in middle-class Beit Shemesh, this cultural feud unfolds on an almost daily basis just outside their doors.

Police patrols are being boosted to prevent further friction. But Wortman, the eldest of seven children in a moderate Orthodox family that immigrated from Staten Island, New York, some six years ago, doubts it will do much good.

Her two younger brothers cower in fear every day before they head to their school, located in a building near the mushrooming ultra-Orthodox enclave in their neighborhood.

Their mother, Shlomzi Wortman, 42, said ultra-Orthodox men often shout epithets at them whenever she escorts the boys the several hundred metres distance to their classrooms.

"You can't even talk to them, they just start shrieking at you," Wortman said.

The Wortmans, and many on their block, are also religiously observant Jews but embrace a more open lifestyle than the ascetic and insular ultra-Orthodox, who avoid any public contact or interaction between men and women.

"It's not even a religious thing. It's just a group of extremists against everyone," Ayelet Wortman said.

While some of their ultra-Orthodox neighbours privately denounce what they call the actions of a fanatical minority, most all say they dread venting any outrage publicly, the Wortmans said.

They trace the latest tensions in their neighbourhood to the burgeoning ultra-Orthodox population of Beit Shemesh, an otherwise largely immigrant populated city of about 90,000.

Some of the more zealous newcomers live in the Wortmans' neighbourhood, and in addition to lashing out at lifestyle differences some also have an eye on taking control of their schools, citing a shortage of their own facilities for an ever expanding population with a high birth-rate.

An ultra-Orthodox man in Beit Shemesh, identified only as Moshe, admitted on Israel's Channel 2 television there were spitting attacks at young girls.

"That's right, they are immodest. It bothers me, I am a healthy person. It is proper to spit on a girl who does not conduct herself according to the Torah," Moshe said.

Israeli Interior Minister Eli Yishai, of the ultra-Orthodox party Shas in Netanyahu's ruling coalition, denounced such behavior at a party meeting as "nauseating and disgusting" saying it contravened the teachings of holy scriptures.

Yishai also criticized what he saw as "attempts to incite" against the ultra-Orthodox and intimated the Israeli public was seeking to blame them all for the actions of a few.

Revital Kornayev, a Russian immigrant, says she's tired of fielding complaints about the length of her skirt at the local bank in Beit Shemesh and worrying about a 10-year-old daughter whose school is located near an ultra-Orthodox neighbourhood.

She hopes to save up enough to move away. "I'm tired of having to put on a long-sleeved shirt and skirt even in summer just so they won't attack me," Kornayev said.

Wim Wenders Plans 3D Film About Architecture

While James Cameron can be credited with bringing 3D back to the multiplex in a big way, leave it to guys like Martin Scorsese and Wim Wenders to truly push the boundaries of the format in 2011, proving that it can do more than just make expensive, special effects blockbusters look good. For Scorsese, "Hugo" was arguably far more immersive than anything in "Avatar," with every inch of each frame a wonder to look at. Meanwhile, Wenders used 3D as a dimension to capture the energy and power of dance in a way that has never been done before, and the director is heading back to the format for a brand new project that also promises to offer more than meets than eye.

With "Pina" hitting theaters this weekend, Wenders recently talked to the Documentary Channel?and revealed he's already at work on a new non-fiction film. "I have actually already started a long-term project, another documentary in 3D. It will take several years, but it?s going to be about architecture," Wenders said. "I have always wanted to do a film about architecture, and I have a lot of architect friends. But that is another subject I never really knew how to approach with film. I realized through 'Pina' that architecture is something that could have a real affinity to this medium. We started shooting already, but it?s at the very, very beginning. That?s going to be my next documentary project in 3D, but I would definitely also do a narrative film in the future in 3D as well."

If this sounds vaguely familiar, you might remember that back in 2010?Wenders hit the Venice Architecture Biennale with the short 3D video installed "If These Walls Could Talk..." an exploration of the Rolex Learning Center in Switzerland pictured above (you can watch a shitty bootleg of that video below). But it's probably a safe guess that the short is a leaping-off point for this project in which Wenders hopes to further investigate modern architecture and how we interact with it.

"Most architects build this stuff and they already have 3D representation. They can enter a building before they even build it. But I think especially with modern architecture, to make a film that really deals with the sense of place and how it changes the way people use buildings and are shaped by cities and buildings, that could not really have been done before," Wenders explains. "To feel what the room does to you, that is something that you could describe almost better in words than in a two-dimensional film. It is really about a sense of place. That?s a feeling that many architects share with filmmakers and that?s a common thing the two professions have. I?m really excited to have this tool now that gives this sense of place, and so I am quite excited about my architecture project."

However, if Wenders will direct any other movie in the interim as he works on his architecture doc remains to be seen. His film project "Everything Will Be Fine" is still in development?and has been for a while. It's a drama penned by?Bj?rn Olaf Johannessen about a man who hits a child while driving around after having an argument at home, and repercussions of that event on his life over the next twelve years. Wenders had also been attached to direct an adapation of?Ryu Murakami's novel "In The?Miso Soup" -- about Japanese man giving an American a tour of the strip bars and sex clubs of Tokyo only to realize the man might be a murderer -- but that seems to have fallen off the radar. It was originally planned to shoot in the spring of this year, but obviously, that didn't happen.

Still, we're fascinated to see where Wenders will take his camera for this untitled doc and architecture really is a great subject for 3D, so we're eager to see what he does with it now that he's already got one movie in the format under his belt (though we're not quite sure whatever happened to his 3D short film "Flight" starring Ben Gazzara).

We?ve seen quite a few Android gaming handsets make their way out of China and while the JXD S7100 doesn?t look much different, it?s what this handset has on the inside that really caught our eye. Boasting specs more along the lines of a Galaxy S II device, the JXD offers almost the same processor with a dual-core Cortex A-9 processor and Mali 400 graphics core powering the device. This makes the JXD more than capable of most graphics intensive Android titles as long as they don?t require anything over Android 2.2, which the device comes shipped with. Also found inside the device is 512MB of RAM, 2MP rear/.3MP front facing cameras, 16GB of internal storage and HDMI out. A huge 7-inch touchscreen display can be found on front with a resolution of 800?480.

The JXD S7100 laughably advertises ?Apple games? and most will find greater use with the available emulator apps for Android than its own custom app center. I?d say the most appeal is in its $140 price-tag making this an almost instant buy should you come across this at your local swap meet. Another Report Shows Google+ With 60M+ Users And Growing? But Active User Count Still Unknown

That's not 62 million active users, though -- a point that everyone covering these numbers seems to have missed. It's just the number of total users. And specifically, it's the number of new surnames that Allen's team has tracked being created on the service. Because Google has aggressively integrated G+ into many other properties, including its top navigation bar and the OneBox, one would expect a certain baseline amount of sign-ups from among the hundreds of millions of people using other Google products. The real question is how many people are returning after creating their accounts, which Allen doesn't try to answer.

Van Halen unveils new tour with Roth aboard (Reuters)

LOS ANGELES (Reuters) ? Veteran rockers Van Halen unveiled plans on Monday for a tour with original lead singer David Lee Roth returning to the stage.

In a video posted on the band's website, http://www.van-halen.com, Eddie Van Halen, brother Alex and son Wolfgang play the hit "Panama" while Roth runs around on stage. Underneath reads "Van Halen On Tour 2012" with tickets going on sale January 10.

No other details were announced, but the video confirms music industry buzz that the band is together again with Roth. An album is said to be in the works, too, after Van Halen signed a record deal in November.

A separate posting on the Van Halen News Desk website said the video was shot at the Roxy Theatre along Los Angeles' Sunset Strip while the band performed "a brand-new song."

The news site speculated about a possible February release date for a new song or album, and said the record was produced by Ross Hogarth. It is the band's first full album with Roth since the CD "1984," which was released on December 31, 1983.

Van Halen's relationship with Roth has been a stormy one over the years. Roth left the band in a bitter breakup in 1985, only to rejoin for a performance at the MTV Video Music Awards in 1996, then quickly depart in another bitter split. He returned to Van Halen for a tour in 2007-2008.

The band, whose early hits include "Runnin' With the Devil" and "Dance the Night Away," was among the leading rock acts of the late 1970s, 1980s and into the 1990s when Sammy Hagar replaced Roth as singer.

Michael Anthony was the original bassist, but alongside Hagar he has joined another band, Chickenfoot. Wolfgang Van Halen, Eddie's son, took over on bass.

Romania's government survives confidence vote (AP)

BUCHAREST, Romania ? Romania's government survived a no-confidence vote Thursday in Parliament over election law changes.

The government wanted to hold local and parliamentary elections simultaneously. Prime Minister Emil Boc says that would save at least euro20 million ($26 million) and would generate more interest in the elections.

Critics said the new law would make it easier to commit election fraud.

The government had planned to pass the bill through a speedy procedure without a parliamentary debate, but opposition had criticized that move as undemocratic.

Just 199 lawmakers voted against the government, short of the 233 votes needed.

Before the vote, Boc was booed by members of non-governmental organizations, some of whom yelled: "Shame on you!"

"This is an attempt to strike at the heart of the democratic system ... the government has decided what is good and we have to stand in line," said Crin Antonescu, leader of the opposition Liberal Party.

Having survived the vote, the law will be adopted and next year's elections will be held on the same day instead of months apart.

Epiphany festival draws crowds to Florida

In a spectacle repeated every Jan. 6 for more than a century, dozens of teenage boys set out from the stately Greek Orthodox cathedral in this Florida Gulf Coast town to seek God's blessing in the chilly waters of a bayou several blocks away.

They dive off row boats and, in a chaotic flailing of arms and legs, grope in the murky water for a wooden cross tossed in by a priest. The one lucky enough to surface with it earns instant celebrity status, a ride through the streets on the shoulders of his peers and ? the Greek-American boys believe ? the favor of God in the coming year.

The Tarpon Springs "Cross Dive" is the centerpiece of what locals call the largest Epiphany event in the Western Hemisphere, celebrating the day Orthodox Christians believe Jesus was baptized in the River Jordan. Equal parts religious ceremony and community jubilee, it is the signature festival for the waterfront village that draws tourists year-round to its working sponge docks and colorful assortment of Greek restaurants and shops.

Tarpon Springs, 45 minutes northwest of Tampa, boasts one of the largest per-capita concentrations of Greek-Americans in the country among its modest population of 22,000. (About 8,000 in town claim such status.) And the Mediterranean influence is everywhere, from the dome of the grand St. Nicholas Greek Orthodox Cathedral downtown to the intricate murals on the walls outside the shops that line Dodecanese Boulevard across the street from the sponge docks.

The city's population will at least double for the cross dive and Greek festival that follows on Jan. 6. Sixty boys will dive in Spring Bayou this year, with the cross likely thrown by Archbishop Demetrios Trakatellis, leader of the Greek Orthodox Church in America. The boys are 16, 17 and 18 years old, and participation is limited to members of the handful of Greek Orthodox churches in the Tampa Bay area.

"We actually receive requests from all around the country from youths who want to participate," says Nick Mantzanas, this year's Epiphany committee chairman, who dove for the cross himself as a teen two decades ago, as did his father before him.

Tarpon Springs, incorporated in 1887, began life as getaway for rich people from the North. Sponges eventually were discovered in the area, and by the 1890s sponge-packing houses were going up on the docks. The sponge business eventually shifted its center from Key West, Cuba and the Bahamas to Tarpon Springs, and by the turn of the century the city was considered the largest sponge port in the United States.

According to the city's official history, a man named John Corcoris arrived in Tarpon Springs in 1896 as a sponge buyer from New York. He was hired to make the industry more efficient, introducing the first mechanized sponge fishing boat and bringing in 500 Greek divers from Kalymnos, Halki, Sumi, Hydra, Spetses, Aegina and other Greek islands. More Greek immigrants followed to establish restaurants, candy shops, coffee houses and grocery stores to serve the sponge-fishing community.

Blights of the sponge beds in the 1930s and '40s, along with the introduction of synthetic sponges, took the oomph out of the industry here, but the community has fiercely maintained its culture and Greek heritage. Tourism is now the area's leading industry, but professional sponge divers still ply the waters off the coast of Tarpon Springs, as deep as 150 feet (45 meters), for sponges that are sold in the dockside shops and all over the world via the Internet.

A short walk from the sponge docks is an historic, active downtown popular with tourists and antique hunters. Besides eating and shopping at the sponge docks, visitors can board sight-seeing or charter fishing boats for a few hours out on the Gulf of Mexico.

A unique attraction here is the venerated painting known as "The Weeping Icon of St. Nicholas" in the Greek Orthodox cathedral. Kept under glass in an elaborately carved enclosure, the image inexplicably "wept" at Christmastime for three consecutive years in the early 1970s. The droplets that appeared were never explained, and at the time the Greek Archdiocese in New York termed it a "phenomenon beyond human comprehension." St. Nicholas is the patron saint of the area's sponge fishing community, as well as the cathedral.

The business and culture of Tarpon Springs revolves around the Epiphany festival and getting ready for the next one.

"It brings people to Tarpon Springs who might not normally come here or even thought of coming here," says Sue Thomas, president of the local chamber of commerce. "They see the downtown, they go to the sponge docks. We hear it over and over. We love it."

Havel, hero of anti-communist revolution, has died (AP)

PRAGUE ? Vaclav Havel wove theater into revolution, leading the charge to peacefully bring down communism in a regime he ridiculed as "Absurdistan" and proving the power of the people to overcome totalitarian rule.

Shy and bookish, with a wispy mustache and unkempt hair, the dissident playwright was an unlikely hero of Czechoslovakia's 1989 "Velvet Revolution" after four decades of suffocating repression ? and of the epic struggle that ended the wider Cold War.

He was his country's first democratically elected president, leading it through the early challenges of democracy and its peaceful 1993 breakup into the Czech Republic and Slovakia, though his image suffered as his people discovered the difficulties of transforming their society.

A former chain-smoker who had a history of chronic respiratory problems dating back to his years in communist jails, Havel died Sunday morning at his weekend home in the northern Czech Republic, his assistant Sabina Tancevova said. His wife Dagmar and a nun who had been caring for him the last few months of his life were by his side, she said. He was 75.

"A great fighter for the freedom of nations and for democracy has died," said Lech Walesa, his fellow anti-communist activist who founded neighboring Poland's Solidarity movement. "His outstanding voice of wisdom will be missed."

Among his many honors were Sweden's prestigious Olof Palme Prize and the Presidential Medal of Freedom, the highest U.S. civilian award, bestowed on him by President George W. Bush for being "one of liberty's great heroes."

An avowed peacenik whose heroes included rockers such as Frank Zappa, he never quite shed his flower-child past and often signed his name with a small heart as a flourish.

"Truth and love must prevail over lies and hatred," Havel famously said. It became his revolutionary motto which he said he always strove to live by.

"It's interesting that I had an adventurous life, even though I am not an adventurer by nature. It was fate and history that caused my life to be adventurous rather than me as someone who seeks adventure," he once told Czech radio, in a typically modest comment.

Havel first made a name for himself after the 1968 Soviet-led invasion that crushed the Prague Spring reforms of Alexander Dubcek and other liberally minded communists in what was then Czechoslovakia.

Havel's plays were banned as hard-liners installed by Moscow snuffed out every whiff of rebellion. But he continued to write, producing a series of underground essays that stand with the work of Soviet dissident Andrei Sakharov as the most incisive and eloquent analyses of what communism did to society and the individual.

One of his best-known essays, "The Power of the Powerless" written in 1978, borrowed slyly from the immortal opening line of the mid-19th century Communist Manifesto, writing: "A specter is haunting eastern Europe: the specter of what in the West is called 'dissent.'"

In the essay, he dissected what he called the "dictatorship of ritual" ? the ossified Soviet bloc system under Leonid Brezhnev ? and imagined what happens when an ordinary greengrocer stops displaying communist slogans and begins "living in truth," rediscovering "his suppressed identity and dignity."

Havel knew that suppression firsthand.

Born Oct. 5, 1936, in Prague, the child of a wealthy family which lost extensive property to communist nationalization in 1948, Havel was denied a formal education, eventually earning a degree at night school and starting out in theater as a stagehand.

His political activism began in earnest in January 1977, when he co-authored the human rights manifesto Charter 77, and the cause drew widening attention in the West.

Havel was detained countless times and spent four years in communist jails. His letters from prison to his wife became one of his best-known works. "Letters to Olga" blended deep philosophy with a stream of stern advice to the spouse he saw as his mentor and best friend, and who tolerated his reputed philandering and other foibles.

The events of August 1988 ? the 20th anniversary of the Warsaw Pact invasion ? first suggested that Havel and his friends might one day replace the faceless apparatchiks who jailed them.

Thousands of mostly young people marched through central Prague, yelling Havel's name and that of the playwright's hero, Tomas Garrigue Masaryk, the philosopher who was Czechoslovakia's first president after it was founded in 1918.

Havel's arrest in January 1989 at another street protest and his subsequent trial generated anger at home and abroad. Pressure for change was so strong that the communists released him again in May.

That fall, communism began to collapse across Eastern Europe, and in November the Berlin Wall fell. Eight days later, communist police brutally broke up a demonstration by thousands of Prague students.

It was the signal that Havel and his country had awaited. Within 48 hours, a broad new opposition movement was founded, and a day later, hundreds of thousands of Czechs and Slovaks took to the streets.

In three heady weeks, communist rule was broken. Mick Jagger and the Rolling Stones arrived just as the Soviet army was leaving. Posters in Prague proclaimed: "The tanks are rolling out ? the Stones are rolling in."

On Dec. 29, 1989, Havel was elected Czechoslovakia's president by the country's still-communist parliament. Three days later, he told the nation in a televised New Year's address: "Out of gifted and sovereign people, the regime made us little screws in a monstrously big, rattling and stinking machine."

Although he continued to be regarded a moral voice as he decried the shortcomings of his society under democracy, he eventually bent to the dictates of convention and power. His watchwords ? "what the heart thinks, the tongue speaks" ? had to be modified for day-to-day politics.

In July 1992, it became clear that the Czechoslovak federation was heading for a split. Considering it a personal failure, Havel resigned as president. But he remained popular and was elected president of the new Czech Republic uncontested.

He was small, but his presence and wit could fill a room. Even late in life, he retained a certain impishness and boyish grin, shifting easily from philosophy to jokes or plain old Prague gossip.

In December 1996, just 11 months after his first wife, Olga Havlova, died of cancer, he lost a third of his right lung during surgery to remove a 15-millimeter (half-inch) malignant tumor.

He gave up smoking and married Dagmar Veskrnova, a dashing actress almost 20 years his junior.

Holding a post of immense prestige but little power, Havel's attempts to reconcile rival politicians were considered by many as unconstitutional intrusions, and his pleas for political leaders to build a "civic society" based on respect, tolerance and individual responsibility went largely unanswered.

Media criticism, once unthinkable, became unrelenting. Serious newspapers questioned his political visions; tabloids focused mainly on his private life and his flashy second wife.

Havel left office in 2003, 10 years after Czechoslovakia broke up and just months before both nations joined the European Union. He was credited with laying the groundwork that brought his Czech Republic into the 27-nation bloc in 2004, and was president when it joined NATO in 1999.

Even out of office, the diminutive Havel remained a world figure. He was part of the "new Europe" ? in the coinage of then-U.S. Defense Secretary Donald Rumsfeld ? of ex-communist countries that stood up for the U.S. when the democracies of "old Europe" opposed the 2003 Iraq invasion.

Havel was nominated several times for the Nobel Peace Prize, and collected dozens of other accolades worldwide for his efforts as a global ambassador of conscience, defended the downtrodden from Darfur to Myanmar.

"He was among the hand full of true democratic champions, an artist more than a politician, but an ambassador of the human conscience above all," said former U.S. Secretary of State Madeleine Albright. "Amid the turbulence of modern Europe, his voice was the most consistent and compelling ? endlessly searching for the best in himself and in each of us."

"I never imagined that I would have had the privilege of being his friend," she said.

In an October 2008 interview with The Associated Press, Havel rebuked Russia for invading Georgia two months earlier, and warned EU leaders against appeasing Moscow.

"We should not turn a blind eye ... It's a big test for the West," he said.

Havel also said he saw the global and European economic crisis as a warning not to abandon basic human values in the scramble to prosper.

"It's a warning against the idea that we understand the world, that we know how everything works," he told the AP in his office in Prague. The cramped work space was packed with his books, plays and rock memorabilia.

Havel himself acknowledged that his handling of domestic issues never matched his flair for foreign affairs. But when the Czech Republic joined NATO and the EU his dreams came true.

"I can't stop rejoicing that I live in this time and can participate in it," Havel exulted.

Early in 2008, Havel returned to his first love: the stage. He published a new play, "Leaving," about the struggles of a leader on his way out of office, and the work gained critical acclaim.

Theater, he told the AP, was once again his major interest.

"My return to the stage was not easy," he said. "It's not a common thing for someone to be involved in theater, become a president, and then go back."

Crimes against business in China | East Asia Forum

Few crime victim surveys have been conducted with Chinese populations, but a recently released study, Business and the Risk of Crime in China, analyses the results of the first large scale victimisation survey of 5,117 businesses in Hong Kong, Shanghai, Shenzhen and Xi?an.

This snapshot shows that the level of crime reported by Chinese businesses was lower than other emerging economies such as Brazil, Russia, Nigeria and India, and considerably lower than Western and Eastern Europe. However, incidents of bribery and extortion were more frequent in China than in Western Europe and Australia, but less frequent than in Eastern Europe. Respondents from China were much more likely to report to police than elsewhere, although the levels of reporting of fraud were comparable.

China?s transition from a command to a market economy has been supported by authoritarian policing that has helped contain most crimes against business except fraud. An annual loss to crime of US$20.4 million, most of which was due to fraud by either employees (US$7.5 million) or outsiders (US$7.6 million) was estimated for the sample as a whole. About US$6.4 billion was estimated to have been lost to crime across all the four cities. Larger businesses were most at risk especially to higher risks of victimisation for non-conventional crime. Smaller businesses had a higher prevalence of fraud by outsiders.

Over one-quarter (26.2 per cent) of businesses reported at least one incident of crime over the past year, but higher risks of non-conventional crimes (that is, fraud, bribery, and intellectual property [IP] offences) than common crime (that is, robbery assault, and theft) were found. Across the four cities, the rate of non-conventional crime (22.6 per cent) was 3.4 times that of common crime (6.7 per cent) and businesses in Shenzhen were at higher risk of non-conventional crime (27.9 per cent) than those in Xi?an (25.3 per cent) and Hong Kong and Shanghai (19.5 per cent). Just over 6 per cent of respondents mentioned incidents of bribery, but there were fewer in Hong Kong than the other cities. IP theft was reported by about 6 per cent but was more of a problem in Shenzhen (9.1 per cent) and Xi?an (7.6 per cent) than in Shanghai (6.5 per cent) and Hong Kong (2.7 per cent).

Crime in China has risen sharply over the last 40 years and is associated with a state of anomie or ?loss of social norms? that the sociologist Durkheim theorised was the result of rapid and significant societal change. Economic crime, especially fraud also rose at a much faster rate than common or street crime, supporting the hypothesis that a growth in property crime is also associated with modernisation. In times of rapid change, a lag between socio-economic transformation and institutional adaptations to these transformations (?institutional anomie?) can occur as the crime wave that engulfed the former USSR demonstrated. This institutional lag can be reduced when the economic and social transition is planned and managed by a strong authoritarian state like China. Although China may have been more capable of controlling institutional anomie, its failure to establish independent oversight and checks and balances has facilitated corruption. Corruption was more frequently reported on the mainland than in Hong Kong, and especially in Xi?an where state-owned businesses and traditional Communist Party control remain strong.

Although public police have been able to contain common or street crime they have not yet transformed into policing agencies with a capacity to focus on crime against business, which is both highly attractive to a new type of criminal and harmful to society. Identifying the ?new enemies of the state? has become harder than in the past when the simple categories ??class enemies, ?rightists?, feudal remnants and the like could be readily distinguished and demonised. Economic criminals, it seems, are hard to distinguish from valued entrepreneurs, business leaders and officials who gamble with venture capitalists and fall for fanciful and fraudulent innovators.

In addition to the impact of modernisation and urbanisation, the growth in economic activities and consumerism also increases the opportunity for property crime. The opening up of the Chinese economy has produced both an increase in consumer goods (more opportunities for common crime) and an increase in business and commercial activities (more opportunities for non-conventional crime). Related to increased opportunity is the absence of competent guardianship and target attractiveness ? the key drivers of risk of victimisation for business. Chinese businesses thus suffer similar risks as found elsewhere and could benefit from many of the measures recommended by situational crime prevention approaches. The demise of campaign-style policing and the shift to a prevention focus rather than reliance on crude deterrence and brutalising punishments should also help release police resources for greater specialisation in complex crime such as fraud and corruption.

Russell Brand Lands FX Talk Show

Show will have Brand interacting with audience.

Russell Brand is rarely at a loss for words. In fact, the British comedian/actor/Katy Perry hubby can't seem to find enough ways to corral his torrent of thoughts, jokes and observations. And since he's already hosted awards shows, radio programs, headlined movies and perfected the art of erudite stand-up comedy on both sides of the Atlantic, an American late-night series seems like the next logical step.

According to Entertainment Weekly that's exactly where Brand will be headed in 2012. The "Arthur" star has signed up with the FX network to headline a series of six half-hour late-night comedy specials that will be filmed in front of a live audience. The shows will find Brand offering his, "unfiltered take on current events, politics and pop culture" while drawing heavily on audience interaction to keep the conversation flowing.

"I am so excited I'm on the point of climax, in fact I will put the 'O' into FX, which spells Fox, which is actually the channel's real name," Brand said in a statement. "That's the only thing that worries me about all this to be honest. At least I'll be able to have a Christmas drink with Bill O'Reilly." Though the format of the program is still being worked out, unnamed sources told the magazine that viewers should not expect a typical talk show. The programs are slated to debut this spring.

Brand will also voice a character in an animated comedy that he co-created that will air on the Fox network, following up on his voiceover work in the big screen animated features "Hop" and "Despicable Me." Deadline Hollywood reported that the show could be loosely focused on Brand's notoriously hedonistic lifestyle in his 20s.
